Fiscal Integrity in State Government

Delaware is experiencing severe fiscal turbulence that prevents successful budget writing.  Last year, lawmakers cut the budget $400 million because of a forecasted shortfall in revenues.  This year, the budget revenue forecast is up $350 million.  These wild monetary swings tempt lawmakers to spend more than they should.  There are things Delaware can do to smooth out the turbulence.  As representative I will support the constitutional amendment idea put forth by the state treasurer which would limit year to year spending growth based on a series of economic indicators with the goal of reducing the present turbulence.
